
Joseph Cassar is the Ambassador of Malta to the Portuguese Republic (Apr 2009-present).
Previous diplomatic appointments include: Ambassador of Malta to Libya ( 2005-2009); to the Russian Federation (2002-2005) and to the Italian Republic (1999-2002); Permanent Representative to the United Nations, New York (1993-1997); Ambassador to the CSCE - Conference on Security and Co-operation in Europe (1991-1993) and adviser to Prof. Guido de Marco, President of the 45th UN General Assembly, New York (1990-1991)
Between 1997 and 1999, he was Visiting Professor at the Center for Global Education, St. John’s University, New York. During that period, he also formed part of the Holy See Delegation at the United Nations Conference for the Establishment of an International Criminal Court (Rome – 1998).
Between 1984 and 1991 he was Editorial Director of Independence Print, and was also active as an official of the Nationalist Party (PN) and elected President of the PN Administrative Council between 1998-1990.
Throughout his career has published articles as a columnist and leader writer in various newspapers.
More recent academic publications include “The Rights of Nations - Reflections on Pope John Paul II’s address to UNGA-50” (1997); “Permanence in a world of Change - The UN Security Council reform Debate” (1998) and “The Family – Anxieties and Hopes - The family’s entitlement to protection by society and the State” (1999), all published by the Global Research Monograph Series, St. John’s University, New York.
Appointed Knight Commander with Star of the Order of Pius IX by Pope John Paul II (1995), he was awarded the Human Rights Studies Prize Vincentian Center for Church and Society, New York in 1998.
He holds a Doctorate in Political Science (International Affairs) from the Universita’ Cattolica del Sacro Cuore of Milan, Italy (1973).
Dr. Cassar is married to Tanja Ferrante Darbois, B.A.(Hons) on February 29, 1976 and has two daughters Mateja Enrika (1977) and Valentina Marija (1982)
